He must be talking to a few different buyers & fishing for a price.A $200k rehab budget seems rather high, even when accounting for local labor costs and assuming a 3/2 conversion.

As far as I know any bank in Ukraine will give this return or more with a regular savings account. 

Is it worth the lawyer's time to chase after your bank account and other assets.

My advice to Account Closed would be to liquidate it.

You’d have to have the money seasoned in you bank account (in there for more than 60 days), the loan would also effect your DTI, I agree with the poster above, gift of equity from family member is much easier.
