My understanding is that their main concern is that there is no health or safety issues... i.e.

I use a lockbox and it has worked perfectly for years and never needs batteries.

He is 76 yrs old and a smoker otherwise in good health.

We've done really well with placing candidates in sales and admin positions within the medical/health field but we have struggled on the real estate side.

I suspect it is rent controlled and that the current price would be ~$3K to rent.If the justification was failing health or to be closer to family that is different. 

Similar to @Ben Leybovich, my ability to maintain my W2 status long-term is jeopardized through a health concern.

Allegheny County has a separate permitting and inspection bureaucracy for plumbing, it's county-wide and is part of the AC Health Department.

They allow you to require a letter from the person's own health care professional.
