They need to be carefully navigated through or around, but they shouldn't be halting all progress completely.

I can understand the need to navigate risk but if the arv (which I'm sure they do their due diligence to get comps) warrants lending on it, i don't understand why investors are quick to go with an ltc loan vs arv?

First thing you should look at crime rate I generally just search around like city.com. or onboard navigator.
