If the property is in good shape, cash vs. mortgage is negligible.

For me personally, I chose Reno because I wanted to be close to Northern CA (where I have family), I love the outdoors and being close to Lake Tahoe, and all of the underlying tech and manufacturing jobs coming into the area, coupled with land constraints juicing appreciation here.

The deal sounds fine overall as long as they are in good shape and you can move and rent them on your existing land, but do you want more mobile homes?

I’ll also add that it could be an especially good fit for you given that you’re primarily after cash flow.The other options you list—land, multifamily, commercial real estate, etc.

RE investing is a numbers game so the more properties/options you look at, the higher the likelihood you'll land a good deal in a shorter amount of time.Only 6% of Suffolk 2-4 family properties listed since '23 have been triplexes and quads.

Purchasing a land lot and then using the paid off lot to secure a construction loan from a bank could also be a viable option rather than fixer upper or turnkey.
