Like many other community owners, I have looked to solar to improve safety in areas that would be hard to reach with current infrastructure.A few considerations are deciding how they will be mounted, your budget, and how bright you want them.

I agree on having OH by appointment only for safety purposes. 

Granted, more of a problem on AirBnB due to their complicity in encouraging ever-increasing automation, but there is truly nothing worse than a late check-in lock-out without a safety line or concierge to assist.  

It's a huge safety issue filled with liabilities left and right.

Hatch for roof access.The landing on the third floor could (technically) easily be extended onto the roof - but realize there are code/safety considerations around that.

Is the risk from hazard damage lower than the risk from title damage?

As a seller, I'd prefer having due diligence money that I can credit back to buyer at closing but it's mine if they release, as I've dealt with too many buyers nit-picking over $10 inspection items like the oven range safety thing or use the inspection period to back out if a better deal hits the market or try to negotiate a lower price even if no big issues found, and I think due diligence money solves those problems.  

Making tenants responsible for repairs invites poor quality work and possible creation of hazardous conditions on your property. 4.

Even though the road is substandard and hazardous, its apparent that the county stance is You need the road to repair it.
