In essence the HOA is your landlord, Landlords have a reason for charging what they do, You should query the reason but do not expect to change it.Unless there is a mistake your fees are what they are.

A good place to determine appropriate rent level is www.rentometer.com where you can get a limited number of queries for free, or pay for the PRO version and get unlimited with additional information.
