Syndications are extremely risky investments where one has no control over their investment, no ability to liquidate their investment, no control, no title, and no way of verifying the investment promoter's claims. 

This meant that at some time in the past, the town gave a sweetheart deal to a developer (usually in an area in need of redevelopment) and the developer in return promised to build a certain type of building that promoted certain uses.

On our end, we do our best to promote direct bookings, so our guests can avoid the OTA fees.
