In your case, I think you will most likely have to work with private or hard-money lending until banks loosen their tight grip in this space.

Some things will have to loosen up if the area wants the market to strengthen.

Maybe things have loosened up over the least 3-4 years, but I tried to refinance a second note on a condo  just to lower the interest rate and I couldnt find anyone to do it.  

For example, these borrowers may make higher down payments or have cash reserves of 12 months or more.Many lenders say they're happy to see Fannie loosen up their debt-to-income guidelines a bit.

For those of us on the equity side, I think depending on how much things are loosened up it may cause prices to go up.
