The building could well be engulfed in flames by then. 

The reality is though long term those same vulnerable tenants that need a chance have turned toxic to many and I fear the days of taking a chance are over. 

When rehab and maintenance can't happen, you have even further degradation of the most vulnerable communities in Philly. 

The reason being is that you do not want an issue with one property to create vulnerability with your additional properties.

As numerous others have stated it only reduces the housing supply further hurting those most vulnerable in our society.It's time our "leaders" started making the tough decisions that will lead to additional supply of housing (reducing burdensome regulations on building, as well as these unfair laws against landlords). 

No, it'd be better if you found less well-informed and more vulnerable sellers.

However, most wholesalers put top priority on their margin and shop for owners that don't really have an idea of FMV of their property or are vulnerable.  

Anyway if I were you I'd think of this setup next time, buy a house with many rooms or possibility of dividing rooms, and rent out individual rooms. then at least you won't be met with the whole apartment trashed, and you'll get several smaller cash-flows so you're not so vulnerable when tenants move.
