Yes, it is a passive loss, but if your AGI is below 100k, you can deduct entire 25k of rental loss, and it phased out until you reach 150k. 

Those that place a high value on their money and/or are in the expansion phase of investing will wonder where you learned about investing in real estate.

I was the main contractor when my house and apartments were built, so I am very familiar with the construction/remodeling phase of the project.I currently have a 4 unit multifamily apartment building that is debt free and fully owned that I would like to use a collateral ($225K Appraised Value )to get a loan to begin my project. 

So much so that we are phasing out postcards almost completely.

I think they charge them the original permit cost plus some penalty.I'm not sure when this is done vs. when they take out the hammer and force the work to be undone, it might have to do with who you talk to, what their mood is, phase of the moon, whether it's a safety issue, etc.It is an option though.
