Interestingly, owners of short term rentals in the area who have been locals for a long time are bitter about outside investors coming in and operating their own short term rentals remotely.

You missed the boat and consequently your anger towards CA is palpable....it sounds like bitter lemons to me.As for your "answer", of course using high leverage is risky, but it's risky everywhere.

And personally stay away from any transactions involving your 401k.But at the same time use your personal savings and resources to invest as well, flip, rehab, etc.I understand it can be tempting to pull the funds together and do a bitter and better deal but in my opinion the risk is not worth it.
