What considerations -- cost, difficulty of installation, lifespan -- should we keep in mind? 

It also means avoiding a huge 20%-down investment loan up front, higher interest rate, inflated insurance and huge difficulty refinancing to get cash out at 70% LTV down the line.I know it is a slow way to build a portfolio but is this correct?

Technology is really revolutionizing this industry.Side note, one of my associates in South San Francisco owns 3,600 mobile home pads that rent for $1,200 per month and said he usually only has 4 or 5 late payers each month...unbelievable.  

I am looking for resources, tools, technologies that will help me make this dream/vision a success.  

Put another way, does someone have systems, processes, ideas or technologies that reduce the amount of time and manual work needed to go from collecting addresses to getting letters into mailboxes?

In fact, if you came to me with this deal, I really wouldn't have much interest to take on this type of portfolio even if you gave it to me for free.I don't think we need to flesh out the difficulties of class C assets.

Otherwise you'll have a lot of difficulty getting approved, especially with it being only a few months since your first purchase.

Looking for someone who is technologically savvy and very responsive.

What difficulties have you come across and what have you done or what do you plan to do to change this? 

Technology and access to info is double edged sword and cuts both ways.
