I would still use the designation, just ask a Broker the do's and don'ts for your state while on InActive status.

In one of my groups, a condo owner has received a notice from the HOA board:"Unit owners shall be responsible for painting their limited common elements (earlier defined to include interior walls, wallpaper, and flooring); provided, however, the color, materials, and design of limited common elements may not be changed without the prior written consent of all the Unit Owners."

On top of that you'll have permit fees 1-5k, engineering/design 10-20k, tap fees 5-15k, landscaping, driveway, financing costs, costs to sell etc. so I don't think you can get the numbers to work with any profit or equity built in unless you could expect the price point to be well over a million, closer to 1.5 really.
