You will generally have a harder time drawing visitors to these areas, as they are distant from the more developed parts of the island and the micro-climates in these areas are less desirable (either dense rain forest or windy and barren lava fields).And as mentioned, those areas have a bit of a reputation for being less safe, particularly for visitors (higher levels of drug use, theft, intolerance of tourists, etc.) 

In our state, when you gain others property by not allowing them to acquire information that would affect judgement of a transaction...that is theft by deception.

I don't mean to rain on your parade--it CAN be done, we did it. 

Combine that with the rest of the picture: employment verification, rental references, criminal/background check (look for active judgements from creditors).

If things are not perfect, if you ever have an issue with a tenant your case will automatically be thrown out and judgement for the tenant.

Biggest thing to look out for in Chattanooga is flooding or water intrusion (we're in a river valley) and avg 55" of rain per year.
