In other words, a wholesaler needs to find a deal where they can get the property under contract for an amount that is low enough that they can not only cut themselves in on the deal (assignment fee, etc), but also pitch it to an investor who sees enough profit in the deal to be worth it to buy it from the wholesaler.  

If you invested in Phoenix or Tucson, you could drive over and deal with it.At this point, I would  have an attorney in the county the properties are in send a demand letter.

And I actually like the ones that I have to dig harder for because they tend to be even better deals.

Your tenant's voucher amount can change and even go to zero.Doing a walkthrough will probably work fine if this is a deal on the MLS.

I was very analysis paralysis on my first deal so I know the feeling. 

We managed to deal with all the wear and tear issues without too much pain, even the toddler. 

In six months, you will have confidence, investor friends, colleagues, and deal flow.

I'd personally pass on this deal, the return on investment (ROI) wouldn't be high enough in my opinion.
