I do want to clear the air and state that South Holland is a great area and if you do your homework on the city you will find great indicators of a healthy community with higher home ownership ratios vs. renters, median home prices of 160K, median incomes of 65K, low crime rates etc...

Window units break down far more often, have a shorter life expectancy and in the end will probably cost you close to if not more than central AC.If I had to have AC due to area demand my choice would be central air.  

This property is vacant and winterized, but there is so much moisture in the basement, the water is actively condensing and dripping off the fluorescent light tubes.

I budget for maybe $2000/year... again, that's a worst case scenario, but, particularly with these older homes, things will come up (not sure how much of everything you are replacing with the $25k, but, every single one of my properties has required some type of expense that I would consider non-trivial ever year: boiler breaks, central air conditioning breaks, roof leaks, bathroom and plumbing issues, electrical issues, etc.). 

A ferry route between the Air Force base, Tampa, St Pete and a terminal to be placed on east side of the bay near Apollo Beach is finishing environmental review but should follow soon.What would be the impact on real estate in Apollo Beach, Ruskin and surrounding areas once the high speed ferry is in Place?

Central air, fenced in yard.  

Specifically the west side such as: Santa Monica, Venice, Brentwood, Pacific Palisades, Malibu, Beverly Hills, Bel Air, and Hollywood. 

He is interested in selling that one for $370K (although he seemed to sort of pull that number out of thin air, so it's probably negotiable).
