To perform a lot split on an existing lot with an already built home, the new bill allows requirements from individual municipalities to set minimum lot SF and layouts, there are utility easement issues, and most existing homeowners will not want to split their SF lot on their primary residence.

Tenants pay all utilities & I would do lawn care myself.

Hello @Christian Onalfo,The section 8 voucher amount will depend on the utilities being paid for by the landlord.

Having said this, I am a big fan of utilizing a property manager, unless you love it and want the management to be your day job.

Concrete pads, utilities to each site, waste disposal, etc...

In some cities the electricity is provided by a city owned electric utility and they can put a lien on your property for non payment of the electric bill. 

In my experience working with lots of permit agencies/jurisdictions over the years I have learned that it is always best to utilize a city's permit office as the best place to get answers to your specific questions.

Otherwise, people can easily become discouraged if they don't meet that "milestone" in 5 years.Debt is a tool that is very useful and very powerful when used properly, but can be a very real game-ender when utilized foolishly.

You should know the approximate monthly utilities cost for a duplex or 3-plex if not separately metered, how your purchase may or may not have an effect on the property tax bill the following year, etc.
