What might make it extra complicated is you'd probably have to coordinate a lot with whoever runs that rail service, or at least need their approval. 

Owners mistakenly ASSUME all PMCs offer the exact SAME SERVICES and PERFORM those services EXACTLY THE SAME WAY, so price is the only differentiator – so, they often select the first PMC they call or that calls them back!

If you are looking to take full advantage of your VA loan, see if you can find a builder to carry the construction loan  until the permanent VA loan closes.  

@Dan Green it looks like you are a real estate agent so you can probably accomplish the deal as a broker with a listing agreement since VA loans are assumable to the end buyer.

When I buy one of the deals for my own portfolio, or to rehab the house, I simply pay the agent a commission for finding me a deal (I'm a Broker and they're all licensed reps).
