Just as with most other things, the degree of enforceability of your documents becomes more significant as the value of the deals go up, the more money involved the more you need to be concerned with the small stuff.

No idea how they'd enforce this.

And of course those that do well with it will probably buy nice new homes.With the bill passing law enforcement moves any Weed violations to the bottom of their priority lists.

I have seen many evictions based on that smaller portion and I am not sure it is worth enforcement considering the down side of the whole vacancy and unoccupied property in section 8 land.

They may also, in some cases, enforce maintenance provisions of the building code.
