I believe the neighbor has some beef with the city, and is trying to use this issue to create a problem for the city, my friend is just the unlucky guy who gets to be collateral damage.The small town utility department doesn't have record drawings of the laterals, and they are not being too helpful.

Depending on the property a quick cosmetic rehab will run 2 to 3 months with contractor scheduling tight , to 1 year if they run into unforseen issues .

They will state their plan for the secured debt which for the most part will be one of three options, 1) Reaffirm (rare) or, 2) surrender (Common for cars, not common for homes unless there is no equity) or, 3) "Pay and retain pursuant to contract (Which means i want it but i'm not reaffirming it).
