I would check with the plan administrator for the particulars of your program.  

Otherwise you could be in a catch 22, where you can't evict because you don't have a lead certificate, but you can't get a lead certificate without the tenants cooperation. 

If you keep any of them make sure to get an Estoppel Certificate.
