Spray foam (open-celled) is your best option for the walls, if you don't have any.  

BUT...I wonder if being "dirt poor" means they don't have...cable, the internet, cell phones, pets, smoke, drink, have multiple cars, window AC units...hmmm, make's ya wonder!

I give them my cell phone to call if there are any issues and I always return their call that day and try to get any issues fixed asap.

Fortunately, he was just on a month to month agreement and when the cops were called the second time, I gave him 30 days notice.I actually saw the GF with blood on her and I called the cops.  

If they put the cell phone near the sink and it got wet from them using the sink, woudl you pay for that ?
