The cinder block foundation wall had a drain hole drilled into each pocket so if any water does penetrate into the block it will drain into the pit and the tile.

We went dry at our own home one time and had to wait for a redrill one time and it was shower at the Y and buckets of water until we were rescued by generous friend who ran a hose from the next block so we could have water until they redrilled.

The hopes was the buyer would fix up the house and stay there because its cheaper than rent and they can pilfer components from the houses right there on their block...default rate is right at 90% within 3 years.
