To match the other walls in the room, I would suggest skim coating the cement wall with drywall mud and then texturing.

The document stated "existing plumbing is in need of repair, existing electrical wiring needs correcting, interior walls and ceiling are in need of repair."

The previous owner had installed laminate flooring in the bathroom and it came up, the vanity had some water damage, and the wall had some mold. 

Lets start from where we left off...The home inspector came and did an inspection on the house, he found that the electrical was so messed up that raw grid power was going directly from the road into a wall socket and that if someone plugged in the wrong device into that socket it could practically blow up or at least start a serious fire.

My husband can tell this is not the first time this has occurred, and finds out from talking to them that this has been happening since April (my last 6 mo inspection was March), that they have found water on the bathroom floor since its seeping under the wall where the drain is; but it’s never gotten this bad before.

I ripped out the 2 inch thick, metal lath/concrete/pink tile walls (that apparently were really popular in this area) so I am going to have to retile the entire shower already anyway. 

I realize I didn't spill out the entire plan from the first post,  but that's simply because most people don't want to read a wall of text with a ton of information if it's not beneficial/relevant to them.
