And the answer to that is yes, just not through the foreclosure process, you would use a different process.Some states call things by different terms, but look up performance deed, or deed of trust to secure performance, or some verbiage along those lines. 

I have tried a couple times to get ahold of someone to do this, but I haven't been able to get much traction--I will admit, I quickly get distracted with other things and forget to follow up.Is the right way to go about this just pure persistence, or have others had success buying from large corporations like railroads?

Builders typically are NOT long term buy and hold investors.they build they sell they take their profit and do another new build, rinse and repeat.There’s still a delta between seller ask and buyer expectations on existing property which makes sense.

Grants/government assistance can be a great way to get help with the downpayment, but be cautious as some can make the loan terms worse for you.
