I now understand the importance of quality team members with a sense of urgency.  I’m looking for recommendations for the following.

Quality control is very important in our business!

So if it’s a great neighborhood, you can charge market rents for that neighborhood, and you can screen and qualify the tenants, then why would the risk be high of getting low quality tenants?

Very inexpensive and high quality. 

Craigslist was okay but seemed like lower quality tenant that responded to my ad.

Maybe better, again depending on location and quality of the deal.Commercial is the same, 70-75% LTC depending on the financials of the property and how it's underwritten. 

You'd want someone that works at the level of quality you are wanting Eg high end contractors work differently than handymen do.  

We are looking for someone who is proactive, responsive, and has connection to contractors to get us good price on quality workmanship.

If you are going to buy coin operated, look into commercial units made by alliance, their top line is labeled Speed Queen.

As times and preferences change and people return to the urban core, these older homes become of more interest both because of location and because of architecture and build quality. 15 years ago, Shepherd, referenced above, was no better than class C and portions of it were war zones as well.
