Looking on Zillow it looks like the only affordable places are reseda or pacoima or Lancaster. 

I am on well, so I don't have a cost, but I don't want to generally waste water. 

I am from NYC but plan on using a FHA loan and “house hack” for the low down payment option in order to start building my portfolio.

Just looking for advice on how to find the legality of it in my nearby cities.
