You could do what the guy suggested if you want to, or you could just spend $100 +/- $50 and buy a list from a whole host of online vendors including ListSource, Listability, US Lead List, etc.

If you were to personally borrow from your 401k, you could not combine that money with an IRA on a project as that would be self-dealing.I'm not sure where/how you setup your IRA, but if the firm you are working with cannot easily navigate you through what I have described above (which unfortunately, may be the case), then you might want to look for an alternative provider.

As an Architect I can tell you that 10 days may be fast to prepare biddable drawings for an addition, but if it's a small firm or sole proprietor architect doing the work, they can do it even faster.
