I've analyzed about 75 "deals" on that site and not a single one of them were actually a deal.

Hard to tell.Since one house is 4 years from being paid off but I'm guessing you aren't in your 50s, having lived in that house for 26 years, I would say this. 

If so, you need to make some good guesses on what YOUR NOI will be, what your financing will cost you, and then back into a price.  

also the agent who said the 4plex appraised for mid 800s he was actually helping a friend of mine find his and his wifes first home. it is a big new subdivision thats being created and has risen prices in that area. so im not sure if it was a flashy numberthank you for your response i appreciate your help

The biggest concern for moisture in basements is actually what is going on outside of the property around the perimeter. 

I guess in this situation it’s a matter of trying to build as much equity in a house vs being able to cash flow the property afterwards when I go to refinance.

I guess the downside of them staying until September is having the money tied up until I could move onto the next property.

When you look at the Pro's and Cons or a Heloc there are much more Cons...I would run the numbers on an actual cash out refinance even if you have a low first versus a 2nd lien and Heloc payment combined with 1st.
