@Chris RobertsDo you mean that if I'm going to apply the RUBS system in my community and charge something like $67/mo per tenant that I have to disclose a monthly break down of the total water/sewer bill divided by the number of tenants?

It seems to be in a tricky area - just 1-2 blocks north is the historic district divide (but within the same zip code), which seems to be where a lot of higher priced homes have sold in the past few months.
