For all intents and purposes, marketing "pre-delinquent" accounts is targeting ALL of the homeowners who WILL go delinquent, and SOME of the homeowners who will pay their tax bill just before the deadline.The advantage is being first out of the gate.

It might be different in your market but in a lot of places there are just more people moving in the summer, so you would have a larger tenant pool to choose from, compared to the winter when fewer people are moving.

I'm not saying someone could not do a total rehab for $12K, depending on what all it needed and as you said some work was already done, but I just need to know if that was hired out or "donated" labor so when I'm comparing my numbers I know how to adjust.
