I am new here so I don't have much advice to offer other than to pick an area and call the zoning board or code inspector for that area. 

I have been striking out with finding an appropriate Umbrella Policy that will cover my two rental properties (zip codes 23462 and 80226) AND my primary residence (zip code 23451).

I'll be honest, I read your post and smugly went to look up the Cincinnati code to prove that you heard the direction incorrectly.

Build a niche list, focus on one zip code and find every distressed property, think outside-the-box not in the same box as everyone else looking for an easy way to find deals.

We've been doing that and it's pretty sweet since all you need to do is change the code between tenants.
