Is there a service provider that I haven't listed that is similar to these groups?

the plan is to buy the land and start building right away on the two lots that are ready while the other lots are mapped. the market I am looking at is solid, low DOM for any good listings in this area and the city is going to waive a lot of fees since they want the housing and I am working on an infill project.

House listed at $2.0mU/C at $1.7mPP + rehab would give us a final loan amount around $2.1 ($400k rehab)ARV ~$3.0m we only have 250k cash for the deal.

I'm seeing other section 8 listings in the area mention that the tenant is responsible for their own appliances, so I feel like I'm missing a simple solution here or is it possible that section 8 would do the inspection, pass, and just inspect the tenants appliances later?

I shop it every year and the most recent company I work with has been really good with pricing but still doesn't make sense based on our 15 year history of having no claims and paying out every year.   

It was listed at $305,000 and we bought it for $345,000.
