While families are ideally the tenants you want, there are other potential tenants that wouldn't mind the poor schools including middle age and older couples, singles, etc.

My new tenants are wonderful and I don't want them in the middle. 

I am also in the middle of buying a commercial property that I have a long term tenant for with another partner. 

For the purpose of comparables, the property is located in a stable middle-class neighborhood; with the overall neighborhood quality improving due to improving schools etc.
