That is pretty standard in my market and if I am not mistaken it is more like $25 dollar add on here roughly.    

Two major differences here are:  (1) most "investors" in the mid 2000s  we're not buying for cash flow.

Single-family residence buy & hold investment.

Purchase price: $63,750

Cash invested: $13,000

This was my VERY FIRST deal. Had no idea what I was oding.
