He did contact me within few hrs of the eviction (4-5 hrs) that does want to come and collect it, but since the dude doesn't have car he is going to rely on his dad.

I would look at craigslist, facebook marketplace and your local REIA for possible leads, but make sure you spend the time to determine it will work for yourself and do not rely on what the other person gives you for rehab costs and comps.  

A partner and I are ready to invest a total of $20,000 through our LLC...I have been looking around for a small multi family buy and hold.

But, an LLC will not limit you from liability in total. 

Hi,  I'm totally new to the game, but would like to learn more about buying an investment property to be used as a short term rental. 

I've had plenty of great people on paper and a totally different person who shows up.

They have provided me with current pay stubs, but after calculating their income, my concern is that their total monthly income falls below the rent threshold.

I wouldn't buy on purpose something that loses money.It all really depends on the totality of your purchase and financing.
