Where is the best place for newbies to learn step by step action they can apply to buying notes?

My ultimate goal is to live in it and rent the other units out.I was hoping if you can provide any advice for me about first steps, construction loans, financing, and/or rehab.

The attorney is doing all the same steps of non-judicial, with the added joy of filing and getting the court's approval before and reporting back afterwards.

I would encourage you to keep pursuing it in the way you are, the market it tough and good multifamily deals are hard to come by right now.
