There can be hundreds of things to consider, but the over all best approach in my opinion is to find a great (credible) turn key provider and see whatś the best they can offer (which still wont be near what you want).

What most often happens is that investors don't like the lower cap rates that prime corners provide, so they stretch their risk parameters to include similar properties but in weaker markets to get them the extra 1-2% increase on the cap rate.

While it would impact some business plans more than others,  its probably possible to function with 5-10% a year rent increases allowed and vacancy decontrol,   but if we get the more extreme variety like what the far left wants  (inflation or less for increases,   no vacancy decontrol,  etc)  it will be bad.
