My tenants seem less engaged with these issues and are not responding fully to my efforts to sensitise them to the risks that they are potentially running with their and my property and with their safety and that of their neighbours.

Do you still think you should leverage everything out during this days or will you try to build more equity and safety in your properties ?

They work as a valuable safety net, and are usually far lower in loan fees to open  than a cash-out refinance.

He’s the kind of guy who breaks into a cold sweat when he sees the hot tub sitting on sagging deck joists hanging off the mountain and is extremely OCD about meeting code and safety. 

Prioritize it though and determine if you want to buy in the Bay Area first or Out of State BEFORE you call a lender...........if you are wishy washy about this over the phone from the start they will not take you too serious.   

Some are safety issues and some are convenience / extension of useful life for items.

My insurance company requires a "ride at your own risk" sign, helmets and my confirmation that the bikes are checked at each turnover for safety issues. 

I am really just prioritizing the appraisal value, I would appreciate any of your thoughts on this decision!   

For example, here, if plates and safety check are current, they will tow anything off of your property at no cost.
