Thinking about this from a potential purchaser perspective, purchasing a property that has the main two levels metered separately from the basement could be a positive to someone with an investment mindset...but someone that just wants a vacation property and wants to use the whole property might find this annoying to have two separate bills.

I would now like to try to collect unpaid utility bills and damages from a tenant, but I do not know where to start.Here's where I stand...The tenant moved out on July 31 leaving unpaid utility bills and damages of $723.29 (in addition to his security deposit).

If the tenant is sitting there downloading TV shows, music, etc and you're the one paying the bill, you're the one who ends up with your name on the summons when the court comes calling.I'd call the local internet provider and ask what the options are.
