I want to use my 18 month interest free credit cards to pay for the rehab and cash out refi to pay those off after the job is complete, place either a college student(s) in the home or rent to section 8 tenants once everything is complete.

Put $20k into it, got another job offer 2 years later, had to sell the house.  

When "The Recession" lost his job about 2 years ago property prices have gone through the roof. 

I do plan to move to Cleveland, my job is remote.

One way to check if medical staff are supplied by a third party company would be to look at traveling nurses advertisements for that small town on a job board such as Indeed or Linkedin.

The next question is whether you can reduce it below zero - i.e. generate a tax loss which can be used against your other income, such as from a W2 job.

Unfortunately, we've had some bumps in the road the past year with family health issues, flooding of a basement and loss of a job.  

Occupancy would be a huge red flag unless you can prove that there is a valid reason for the move such as a job change.
