At move in, I issue a "key receipt" form; they are given a copy of that prior to move out and are told that move out isn't done until keys are returned by handing them to somebody (me or a rep for me) and the move out section of the key receipt is signed.Just showing that you have to get things in place WELL before you will be needing them.
