The person advertising the property might have it under contract, which gives them the equitable rights to the property.  

If you get a chance  head over to the new members forum and introduce yourself.  

Like has been said, you should pay them for the bid if they don't have much chance of getting the work.The costs vary by area, but there should be pretty standard rates for painting per sq/ft, hanging Sheetrock per board, carpet per yard, hanging cabinets by box, etc.

Some areas have more rentals, the more the merry, the better chance at renting fast.

You only have one chance to get this right. 

Maybe approach her, in person, when things slow down a little for her and she has a chance to breathe. :)

Also when you get your notice that there is going to be an section 8 inspection you need to go in at least 2 weeks before (they usually give you 30 day notice) and do an inspection so that you have a chance of passing the inspection.

DISCLAIMER: I *DID* share phone numbers with the people I thought would have the greatest chance of success due to their emotional need (they had a strong 'why do it') and it was not going to emotionally scar them if it failed miserably.
