What should my first communication with them be like, once I closed?

We are pretty rural so there are 4 dumpsters just down the road to provide trash drop off for those who don’t have pickup.I try and keep a good line of communication.

How are these violation fines typically communicated -- do we just mention it on a "cure-or-quit" notice and give 7 days to pay etc?

Moreover, in my market the permit office is very hard to work with as there is not good communication between departments.
