I’m speaking as someone who owned a lake front cabin in MN for 20 years that I didn’t spend 20 days in after moving out of state.

If it will be solely an investment property I would speak to a local bank or credit union not a big chain bank about your financing options they have both loans they keep in house (portfolio lender) and the government backed ones you mentioned.

If you have a cashed check or other receipt for the rent, they won't be able to evict you.As far as finding out their name, call city hall and ask to speak to the assessor department.

Speaking with a lender seems like the obvious next step for you, to get your max purchase price and then finding an agent to work with you to narrow down which areas of the city you want to search for properties in.

I plan on speaking to some lenders but thought I'd ask here also. 

I have yet to speak with any property managers, however the realtor that I am talking to did mention that he has a good PM.
