Dee, may be a good idea to check with the City to see that there is no capital improvements i.e. widening  of roads, traffic lights ext.

A primary location is one of the very best locations in a gateway city in terms of traffic count, accessibility, and affluence of the neighborhood.

So there's lots of foot traffic.

If you decide to use flooring like Allure Traffic Master just make sure whoever installs it does so correctly.

In Cordova, that could be vinyl plank flooring instead of carpets in the high traffic areas, ceramic tile in the kitchen and baths, updated faucets, ceiling fans and light fixtures.

Get a "We buy houses" type of website (a template is cheap - $30/mo. at most) and use a portion of your available funds to do PPC marketing to drive traffic to the site.

Cleveland is a low cost area, we only have moderate traffic, have the Rock Hall, a world class medical facility in the Cleveland Clinic, World Series contending Indians, Champion Cavaliers and plenty more. 

At least for someone like me who hates traffic.
