Is anyone aware of any good 30 year DSCR programs that will fund 80% of ARV, have no seasoning requirements, offer cash out?

Hey guys, I am hoping someone can look at this deal analysis as I am going through a multiple offer situation. 

Purchase price is below $30K, renovations cost based on one contractor bid is $350-500K.- Best way to estimate the ARV.  

There is no shutoff option.All of the leak detection + shutoff valve systems will cost $500+ and may require a subscription.

I thought that loan was based solely on the property that you're purchasing. 

Do they base it on my current rental property or primary residence?

Additionally, I offer my clients my experience as an investor as well as my network in order to help them accomplish their goals.

But, if things go well. so far, i've heard from my brother that the owners of the property we are aiming for, are being difficult and wanted us to make the offer before looking inside the physically looking inside both the units of the duplex. 

Be very, very, careful with state-based lists.
