If you go around the foundation and caulk or foam seal openings, it will generally prevent 99% of them from coming in.

In a case where a tenant would like to replace carpet in the living room with hardwood flooring, not because of the condition but rather a preference, the owner can deny contributing to a project but may not necessarily prevent them from doing it as it may bring more value to the property.

They are saying the 2 year moratorium for DIL or foreclosures prevents them from doing so.
