There is less than 250,000 people living in what most of you in the lower 48 would call a small town.For Alaska, it's the largest "city"… I think Fairbanks is about half the population, and where I'm from… Sitka, Alaska is the fifth largest community.

@Albert Hasson Thanks for the reply.I have spoke to a couple friends of mine, 1 is a commercial banker, another is a very large investor in Philly and neither have heard of a Guidance Line for rental properties.Your description is similar to my thoughts on how it would function.

Each year you increase rents but stay at the middle of the market which keeps the tenants to stay and reduce turnover which besides paid utility makes up the largest costs.

@Brian Ash give the search function a try as there has been a LOT of discussion about this lately.My take is that if you randomly choose a turnkey provider you are likely to get some combination of an overpriced house with claims of rent in excess of market reality and a shoddy rehab that will continue to require ongoing maintenance.
