The local housing authority will do an initial inspection once you sign a lease with a voucher holder and then yearly inspections after but they are mostly safety issues they are looking for.

I would offer the family member a preferred rate of return on their money and give them no rights or decision making authority in the deal.

If there is no HOA rule about pets and barking, however, then I would also send a written reply to the neighbor stating you have sent notice to tenant that a complaint has been received, but that neighbor should be contacting proper authorities about noise disturbances in the future.
